A23: Foxley Lane/Purley Gyratory Flood Mitigation Works
Purley BID has been in discussions with our Purley Councillors, TfL, Conway, London Borough of Croydon and Thames Water regarding the problems caused to businesses and residents by flooding in Purley over several years. We are pleased to say that this has resulted in plans being drawn up to mitigate the issue.
Transport for London (TfL) will be undertaking vital maintenance works on A23 Foxley Lane and in the Purley Gyratory area.
As a key strategic route, the A23 connects Croydon and Purley to Central London, the M25 and Gatwick corridor and is used by over 100,000 vehicles daily.
Owing to frequent flooding issues affecting residents and businesses, and to ensure the safe operation of the A23, TfL plan to undertake essential work to improve the drainage on this road and to reduce the of impact of further incidents occurring in the future.
Works include:
- Upgrade to existing gullies, roadside barriers, kerb and footway works
- Installation of new drainage channels
- Reshaping of verges
- Installation of a new fence
- The re-levelling of a footpath adjacent to verge

How the works may affect you
Whilst work is underway, a single eastbound lane restriction outside David Clifford Court and Purley Library will be required to preserve a safe working environment for contractors.
During the final week of the works (TfL P1.1), access off Foxley Lane on the side of David Clifford Court, leading to the rear of properties nos. 6 – 13 Russell Hill Road, will be closed to enable the safe construction of a new drainage channel.
Over the weekend 22-24 March (TfL P2.1), TfL will undertake a number of additional works including repairs to piping and the replacement of gully pots. On Sunday 30-31 March (TfL P2.2), they will be excavating to repair a damaged pipe, as well as non-intrusive repairs.
Diversions/Pedestrian, cycling access and buses
Diversions will be required for phases 1.1, 2.0, 2.1 and 2.2, necessary signage will be put in place to indicate the diversion route.
Drivers wishing to make the right filter from Foxley Lane onto Russell Hill Road will be directed onto Pampisford Road and Edgehill Road in order to join Purley Way.
TfL will put signage on suspended bus stops, if any to direct customers to the nearest alternative stop. Visit tfl.gov.uk/bus/status for live updates. Buses will also follow the diversion onto Pampisford Road.
